This project will address these challenges through four primary planning objectives:
Map the current research cybersecurity meta landscape by assembling federal policy, agency resources, institutional expectations, and documented cybersecurity threats affecting research.
Examine how institutions implement cybersecurity programs, by establishing governance models, selecting frameworks, operationalizing practices, and assessing maturity.
Identify common practices, structural barriers, and decision-making patterns that shape institutional readiness and influence alignment with research security programs.
Synthesize findings into future recommendations that illustrate institutional readiness pathways and recurring implementation patterns, providing a foundation for adaptable guidance and scalable coordination strategies.
